Position Summary & Responsibilities:

Position Summary:

This Program Consultant I position is located in Topeka, at the Materials and Research Center, and is within the Bureau of Construction & Materials. This position will work as part of the Pavement Management Unit and will be part of a team that provides decision support for pavement issues across Kansas state highways. The Program Consultant I will help the Pavement Management System (PMS) unit set up, configure, and implement the new PMS system, as well as support data migration and transformation of roadway and condition data, and assist with integrating GIS data and mapping interfaces.

Job Responsibilities may include but are not limited to the following:

  • Supports the implementation of a new Kansas Pavement Management System (KPMS) from the legacy Enhanced Pavement Management System (EPMS).
  • Works closely with engineering, GIS teams, and consultants to ensure data accuracy and system usability.
  • Assists with AASHTOWare Project data management.
  • Performs routine maintenance, oversight, and functional support for the local database, file and database servers, and local network in support of unit and burau activities.
  • Assists in building and refining geospatial tools and data-driven applications.
  • Documents standard operating procedures (SOPs), data management workflows, and system usage policies to ensure consistent and sustainable use of the platform.

Qualifications:

Minimum Qualifications:

  • Six months of experience in planning, implementing, and monitoring activities relevant to the agency’s programs.
  • Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.

Preferred Qualifications:

  • Experience in Microsoft Office applications.
  • Experience writing SQL queries and working with relational databases.
  • Experience with geospatial tools (ArcGIS, GeoMedia) and data formats (eq. Shapefiles).
  • Experience with Python or scripting languages for data transformations.
  • Fundamental understanding of local networks, database and file server operations, and database administration.
  • Experience with Agil Assets Pavement Analyst.
  • Experience with AASHTOWare Project.
